A licence written test is failed constantly for want of twenty minutes of practice. Charging for that would make us slightly more money and make the country slightly worse, so we do not. The same reasoning gives every category a free set: if a candidate cannot pay, they should still be able to prepare.

Question banks are
expensive to build properly.
An item written against the official syllabus, reviewed by a subject editor, explained in two languages and re-reviewed when answer patterns look wrong costs real money to produce. Pro subscriptions pay the editors. That is the whole economic model, stated plainly.
